A First in Japan! J Circular system Obtains ISCC PLUS Certification, Realizing Certification Across the Entire Resource Circulation Supply Chain Involving Kawasaki City and Two Operators

Under the plastic resource recycling route certified by the national government based on Article 33*1 of the "Act on Promotion of Resource Circulation for Plastics" (hereinafter the "Plastic Resource Circulation Act"), Kawasaki City has obtained certification. J Circular system Corporation (President: Ryuichi Okuno, Head Office: Kawasaki City, Kanagawa Prefecture, hereinafter "JCS"), which is responsible for intermediate processing within this route, has newly obtained ISCC PLUS Certification*2, an international certification system by ISCC System GmbH that certifies sustainability, from TÜV SÜD (Headquarters: Munich, Germany), a registered certification body.

This marks the first case in Japan in which an operator responsible for intermediate processing under a certified route based on Article 33 of the Plastic Resource Circulation Act has obtained ISCC PLUS Certification, and also the first case in Japan involving multiple operators obtaining ISCC PLUS Certification within a single supply chain.

In this supply chain, Kawasaki City is responsible for the collection and transport of used plastics discharged from households. JCS, a group company of J&T Recycling Corporation (President: Hiroyuki Haseba, Head Office: Yokohama City, Kanagawa Prefecture), which operates recycling businesses, carries out intermediate processing and the production of raw materials for chemical recycling. These materials are then recycled by Resonac Corporation (President and CEO: Hidehito Takahashi, Head Office: Minato-ku, Tokyo, hereinafter "Resonac") into hydrogen, ammonia, and acrylonitrile through advanced chemical recycling technology (gasification).

With JCS having now obtained this certification, combined with Resonac's prior acquisition of the same certification, it has become possible to ensure traceability*3 across the entire supply chain--from the collection of used plastics to intermediate processing and recycling. This enables the resource circulation process, from the collection of used plastics discharged by Kawasaki City residents to their recycling, to be demonstrated in an objective and highly transparent manner based on international certification standards. In addition, the recycled raw materials and products can now be handled as ISCC PLUS certified products, allowing them to be utilized in society as raw materials and products with high environmental value.

This initiative was realized through collaboration among the three parties: Kawasaki City, JCS, and Resonac. As a result, the flow of resource circulation in the recycling of used plastics--which has been properly carried out to date--can now be clearly demonstrated through third-party certification, making it possible to more clearly show the value of resource circulation as it is transformed into products with high environmental value.

Going forward, we will continue to enhance the transparency and reliability of resource circulation through collaboration with local governments and related companies, while promoting initiatives toward the realization of a sustainable recycling-based society.

*1 A method in which municipalities, either individually or jointly, formulate a recycling plan and obtain national certification, thereby enabling recycling to be carried out in collaboration with recycling operators based on the certified recycling plan.
*2 "ISCC PLUS Certification"
An international certification system that certifies the sustainability of raw materials, intermediate materials, and final products. By tracking and managing the source of raw materials, processing history, quantities, and distribution routes throughout the entire supply chain, it contributes to ensuring transparency and achieving traceability in resource circulation.
*3 A system for tracking and certifying the origin and distribution routes of products and raw materials.
